About the Community & Economic Development Division

The Community & Economic Development Division provides technical assistance to local governments on issues related to economic development and community improvements.

It provides grant and loan application preparation and administration, financial packaging, research, management, and program support services.

Three Rivers Planning & Development District - Comprehensive Economic Development Strategy (CEDS)

The division develops and updates a Comprehensive Economic Development Strategy (CEDS) for our region, which guides our region in community and economic development planning and coordinates eligible activities through the Economic Development Administration (EDA). Three Rivers Planning & Development District - Data planning, research, mapping, redistricting, and demographic services

Provides Data planning, research, mapping, redistricting, and demographic services, and serves as an affiliate of the State Data Center of Mississippi.

Three Rivers Planning & Development District - Three Rivers Community Development Entity (CDE)

Three Rivers Community Development Entity (CDE): the Three Rivers Community Development Entity (CDE) utilizes the New Market Tax Credits (NMTC) Program to facilitate manufacturing and other high impact community projects as well as improve access to health care in low-income communities in rural Mississippi. Project priorities are manufacturing, rural health care, and high community impact projects with significant job creation and private investment located in qualified low-income areas within the State of Mississippi. Three Rivers CDE offers senior and/or subordinated debt for the majority of its Qualified Low-Income Community Investments (QLICIs).

Three Rivers Planning & Development District - Three Rivers can assist in providing CERTIFICATES OF PARTICIPATION (COP) Lease Purchase Financing for Local Governments

Three Rivers Community Investment, Inc.

Three Rivers can assist in providing CERTIFICATES OF PARTICIPATION (COP) Lease Purchase Financing for Local Governments to assist with renovation of existing Public Facilities or the construction of new Public Facilities.

Examples of these facilities may include:

  • Public Buildings
  • Courthouses / City Halls
  • Jails
  • Auditoriums / Community Centers
  • Public Libraries

This funding mechanism is available to participating Local Governments at no cost and over $80M in Public Facility projects have been financed.

Three Rivers Planning & Development District - The PUL Alliance

The PUL Alliance was formed in 2001 by local governments in Pontotoc, Union, and Lee Counties to promote job creation and economic development by developing and marketing a large-scale industrial site suitable for automotive or other major impact industries. In 2003, The PUL Alliance became the State of Mississippi’s first regional economic development alliance. The unique and unprecedented partnership allowed local governments to cross county lines and share in development costs as well as any potential revenue resulting from the development of the Wellspring industrial site near Blue Springs in Union County. The PUL Alliance played an integral role in the designation Highway 78 as Interstate 22 and has demonstrated the importance of partnerships and regional economic development strategies.

In February 2007, Toyota Motor Company announced plans to build a $1.3 billion manufacturing facility on a 1,730-acre tract of land owned and marketed by the Alliance. Since the aforementioned date, several Tier 1 automotive suppliers have commenced operations throughout northeast Mississippi and more are anticipated as Toyota Motor Manufacturing Mississippi, Inc. increases production.

The success of The PUL Alliance reflects the longstanding, progressive economic development efforts of the three participating counties as well as other counties located within Three Rivers Planning & Development District.

The purpose of the North Mississippi Mayors Association is to group communities with common problems.

Three Rivers Planning & Development District - CodeRED Emergency and Weather Warning System

The CodeRED Emergency and Weather Warning System is a web-based critical communication solution that enables local public safety personnel to notify residents and businesses by telephone, text message, email, and social media of time-sensitive information, emergencies, or urgent notifications.
