About the Fiscal Division
Three Rivers Planning & Development District prepares and reports on approximately 100 individual budgets that are administered by its various divisions. Several federal and state agencies frequently send monitors to make certain Three Rivers is fulfilling its obligations and we also work with independent auditors (Franks, Franks, and Jarrell). We are proud to say we have had no uncleared monitoring findings. We regularly receive an unqualified opinion on the audits of Three Rivers Planning & Development District, Three Rivers Solid Waste Management Authority, The PUL Alliance, and GM&O Rails to Trails Recreational District of North Mississippi. Three Rivers Local Development Company, Inc.: Three Rivers Local Development Company, Inc. serves all 82 counties in the State of Mississippi and has been designated by the Small Business Administration as a certified development company to work with small businesses and private lenders to initiate loans under the 504 Loan Program. The maximum SBA 504 loan amount is $2,000,000 ($4,000,000 for small manufacturers) with a maximum participation not to exceed 40% of the project cost. The SBA 504 Loan Program is for the purchase and use of long-term fixed assets such as land, buildings, and certain equipment. The program requires the creation or retention of at least one job per $50,000 of financing. Three Rivers does not charge the standard 1.5% processing fee.
